Business accounts can pay non-PayPal recipients
Business accounts may send payments for goods and services through the Send Money feature to recipients with or without PayPal accounts. If the recipient does not have a PayPal account, the payment is processed as a Bill Pay for Business Accounts transaction and you pay the Bill Pay fee.
Business accounts can send goods-and-services payments to recipients without PayPal accounts.
